The border conflict between Ecuador and Peru began shortly after their independence from Spain and continued intermittently until a final peace agreement was signed in 1998. Three military conflicts occurred during the 20th century, the first of which was the Ecuador-Peru War, also known as the 1941 War. While there are various theories about which side initiated hostilities first, Peru formed the Northern Army Detachment (Agrupamiento del Norte) and steadily prepared for war, while Ecuador, fearing a military coup, was unable to launch large-scale military action due to President Arroyo’s cuts to the military budget and the imprisonment of key officials. On July 5, and sporadic fighting raged mainly along the border between the two countries until a ceasefire was reached on the 31st. The well-prepared Peruvian army advanced with Czech-made tanks and successfully conducted a small-scale airborne operation, achieving significant results, including the capture of the Ecuadorian port city of Puerto Bolivar.

The Ecuador-Peru War was a battle between small nations, but combat took place on land, sea, and air, and the game fully simulates these elements. The basic system is Area Impulse, with units alternately activating and operating. Conventional battles unfold along coastal borders, while battles over outposts in remote areas like the Amazon River are handled abstractly. Air support and accompanying air battles and naval battles (featuring light cruisers, destroyers, and gunboats) are also included.

Historically, Peru played a one-sided game, but the game system incorporates the possibility that Ecuadorian President Arroyo could have freely maneuvered under military and political pressure, allowing players to explore historical possibilities.

This is the Japanese version of “Equatorial Clash,” published by the Spanish publisher SNAFU. This is the third installment in the Small Battles series.
